create attribute

I want to create a new attribute with the endpoint

v1/attributes. When I create an attribute on a file, I get back a structure with the added IDs as a result. If I do the same with a global attribute, I get nothing back just ok. Am I doing something wrong or is this an error?

You are not doing anything wrong. The endpoint just did not return instance ids in case of global Attribute sets.
I will add this for the next release.
