Image Batch Processor: Approval over grant for XMP Metadata

Is it correct that an approval is over a grant for exporting XMP Metadata? Please see attached screen grab. I was expecting: All XMP Metadata with exception of XMP keywords. Usually a grant (unchecked XMP keyword) has the higher priority than the checked "All Metadata".
