photools directory duplicated in AllUsers

I found that on my system the folders under
C:\ProgramData\photools.com\IMatch5

is duplicated (and seems kept identical) on
C:\Users\All Users\photools.com\IMatch5

I assume this is not normal.
Under preferences the folders point to ProgramData.
Fix?

This IS normal. C:\ProgramData usually is hidden.
C:\Users\All Users is a symbolic link pointing to C:\programdata.
Don't delete any.
