AFAIK, the relatively new automation favorites can assign category(s) to a selection of images.  Can it also assign attributes?

No.
You don't assign Attributes, you add new rows to an Attribute set for a file and then fill in values for this row.
Totally different workflow, virtually impossible to automate.
