Propagate categories when u refresh Versions

Shouldn't propagation work when u refresh Versions or is it only propagated when u do the propagation separately?
I have Versions which are clearly found and assigned, just the categories are not propagated when I do a refresh. Only when i do a Propagation they are propagated

Refresh versions (when I understand correctly what you mean) searches for new versions. Nothing else.
Propagation is triggered when you change something on the master, during write-back (for metadata) and when you manually trigger a propagation.
