Filter>Variable>Attributes (Resolve Multiple Records)

As can be seen in the following screenshot, for the selected file (among the 129 files in the file window), there are two records for my attribute.  Having a look at my use of the filter panel (Filter>Variables), the last item corresponds to the file I have selected with two records. 

The problem is the filter isn't mapping the two records into two separate entries.  Instead, both records are one entry, separated with a semicolon.  How do I fix this so each record is output discretely?

The variables filter evaluates the variable and produces an entry in the list for each unique value. This is the expected behavior.
The filter has no idea that your variable accesses Attributes or that all variables which access repeatable values return them as semicolon-separated list. What you want to do is not possible. Maybe consider using the Attributes filter instead.

The Attributes filter would be fine if it were like the Value or the Variable filter in that it provided a choice for selection(s).  But it doesn't; it has the user enter search term, but I want to first see what the possibilities are.  So, short of a data driven category, any way to do this?  Thanks.
