Soliciting an App to avoid adding files to a set of Bookmarkied files unintended

Soliciting the writing of an app do solve the problem discussed in: https://www.photools.com/community/index.php?msg=95081

The app will assign the selected file(s) to a category named: MyBookMarks and remember date/time.
except
If the last time such an assignment was done was more than 8 hours ago
AND there are already files assigned to this category then
  warn the user: There are already nnn Files in the category MyBookMarks.
   and
  Ask the user to select either:
1. Assign files which have been assigned to MyBookMarks to a subcategory called MyBookMarks_stored_on_<date and time> and remove them from the category MyBookMarks. Then assign the selected files to MyBookMarks, remember date/time

2. Assign selected files to MyBookMarks (add to existing files), remember date/time.

3. (Optional) Show files in category MyBookMarks in a result window.

4. Exit (Do nothing)

Suggested name for the App: Set Category MyBookmark

Important: The category MyBookMarks will be set to sealed so that no manual assignment is possible.
