Understanding Category Filters - Level 2+

I am working with Categories in a more purposeful way than I have before. I am mainly setting up categories based on keyword combinations (which was a "smart idea" I had when I setup my thesaurus, now I find out whether I was actually smart or not).

To aid performance I am using category filters as per the suggestion in the Help.  I am not understanding how category filters work in combination with the Help description about using 'Other' and how IMatch works from the lowest level and up.

My example is a data-driven category where I attempt to use a category filter at Level 2 for a specific branch of my thesaurus and the values for that category level are the leaves on that branch:

I expected that putting this filter would eliminate IMatch looking at any files that did not have a keyword from this branch - which should make the 'Other' category without content.  But in fact, the 'Other' is filled with files that do not have a keyword from this branch.  How did they get past the filter?

This isn't an issue for me as I can just disable 'Other' but it shows I am not understanding how this works (and maybe it is a key to my other challenges in getting some Categories to work as I want).

When I recall correctly, this is how this is supposed to work.
The group filter filters values considered for the child categories to create. And, in the end, all files not assigned to one of the child categories are rolled up into Other. Works the same like other filters one can apply.
