Annotation Panel is paused - cannot un-pause it

I wanted to play with annotations a bit but somehow I can not make the annotation panel to appear in the viewer.
There is a pause sign in the menu (please see screenshot) and can just not figure out how to make it visible.

I have read the help and searched for different keywords, but that did not help.

What am I missing here?

Just a little lower in the same menu you'll find "Toggle Annotation Panel"
I assume you didn't assign any annotations yet, so the Annotations are "paused"
