Opening & using Attributes panel

I just created a new Database with some 740 images using 2.47 GB space.  I have the focus on the Database itself.  I am trying to enter some Attributes information.  Two problems:
1)  Sometimes the panel does not open with the F9,A command, although it does open via the Panels drop-down list.
2)  Although I created an Attribute Set with two Fields in it, I cannot invoke it with the Ctrl+PgDn command nor any other.  So I am not able to use the Attributes panel.  I've no idea why.

1. Make sure the IMatch window has the focus when you press keyboard shortcuts.

2. Have you perhaps created the Attribute Set as a global set? In this case it will not be visible in the Attributes panel because global sets do not belong to individual files. Global sets are maintained, filled and edited in Edit > Preferences > Edit Attributes.
