seeking empty tags

I am seeking for all tags: "city" which are empty. I tried filtering with "metadata search" but did not found any solution. I tried regular expressions but certainly not the right one. Could you help me!

Use a "Value filter" in the Filter Panel.  Choose the "Files with value" option and invert the result.  Select the City tag from the drop-down tag selector.
