Thesaurus question

Please look at the attached imths file.  This thesaurus has the top and some other intermediate nodes excluded.  The structure of the file is puzzling.  The complete thesaurus is shown twice.  The first set does not exclude any nodes, but the second does exclude them.  Is this by design?
