Importing category tree should not wipe out existing assignments.

When a category tree is imported - and the tree exists already  -
then all assignments to categories in this tree are wiped out. They should not be.

( In other words: only not yet existing categories in this tree should be added on import.)

Categories are merged on import.
If a category already exists, the file assignments are added to the already existing assignments.

I just checked this and it works as documented.

1. Export 3 categories with 10 files each.
2. Remove all files from these categories and add different files.
3. Re-import the categories. The original files are added to current files in these categories.

Please repeat your test.
