Getting Year/Month/Day in a script independent of users region setting?

I need the year, month, day of a file in a script.
I can use {File.DateTime} to get the date but this is formatted according to the users
settings in Windows Region and Languages ->Format
Is there a way to get the individual parts independent of the region settings?
Or could I format it in a script? Like |format:YY-MM-DD hh.mm.ss
