Floating panels

I want to float a single panel from a group.  The Help topic states:  To move a panel, left-click and hold the caption bar. Then start dragging the panel until the position indicators appear. By dragging the mouse cursor into one of these position indicators you control where the panel will dock..  When I do this the whole group moves together.  What have I missed?

The caption bar is for the group.
To move a panel out of a group, left-click the tab (with the icon and the panel name) representing the panel you want to move.
