File Window's Caption Bar Enumerating Category's Description

If this is possible, how could I click on a said category, and while it is focused, have this category's "Description" field be output in the File Window's Caption Bar?

No. To see the description of the selected category just keep open ('dock') the category properties panel in the Category View. You also see the description in the thumb tip that shows when you hover the mouse cursor over a category.
