Switching viewer layouts very cumbersome - prohibitive so.

I like to use two different layouts in the viewer:
One serves to assign categories. It displays the category panel, the favorites panel, the strip view panel and the Collections panel.



The other serves for rating the images and only displays the Collections Panel


To switch between the layouts I have to press the following key sequence:
T V T E T S in one direction (from rating layout to category layout)
T V T E T S T S T S T S T S for the other layout.

I have not found a simpler way to switch. Am I the only one bothered by this?
I am requesting a simpler way to switch between layouts.

This is most likely a non-issue for most users. Press <Backspace> to hide all panels and concentrate on the image alone. press <Backspace> again to get your panels back in their last configuration.

In effect we can use only one configuration with panels or none at all.

Yes. I think that is plenty.
If this is really such a big issue for you, try one of these free keyboard recording / replay tools.
