External Tool Favorites - How?

Am I missing something or am I at the wrong place?
Following the instruction from the help, I can't find out how to create a shortcut foir an extedrnal application.
The menu item mentioned in the help doesn't exist.

This is a slip in the help. External Tools is an IMatch 2020 feature. You don't have access yet to it.
I shall restore an older version of that particular help page when I remember it next time.

To create a shortcut to an external application, use drag & drop as describes in the Help System.
