Category panel - make selected categories stand out more by using bright green

The selected Categories would be easier to pick up if they would be shown like in the attached mock-up - that is: with
bright green fill. Just like in IM3.

Colors and icons used there are automatically controlled by the user interface toolkit, skins and the Windows color schema set for the current user.
You can configure user interface colors under Edit > Preferences > Application.

Can't find the appropriate setting within Preferences
I suppose it is a matter of changing the appropriate Icon. How do I get at the icons  and change them?
I would just modify the folded corner square to one with solid green in the back.

You cannot modify the icons. You can modify colors, e.g. tree control background colors and the like if you think that other colors will suit you better. The icons are fixed.
