Is it possible to sort or filter the file window on the total number of keywords associated with a file?

There is no such sort criteria. Only what you can find in Sort Profiles (https://www.photools.com/help/imatch/rmh_config_sortpresets.htm)

Maybe, as an alternative:

Create a data-driven category based on this variable: {File.MD.XMP::Lightroom\hierarchicalSubject\HierarchicalSubject|count:true}
This groups your files by the number of keywords they contain.
You can then use these categories to filter folders or whatever the purpose is.

I'd already created the data-driven category. I was just wondering if there was any other way of getting the sort I want.

I can work with that!
