The URL with the #extcmd appended should take you to that specific section of the Help Topic.

I found that does not always work on my mobile (iOS) devices...but always works on my PC.

is wrong. it should be

https://www.photools.com/help/imatch/fav_basics.htm#a_extcmd (https://www.photools.com/help/imatch/fav_basics.htm#extcmd)

where did you get that link from?
Note that I create all these links by hand when writing help topics, and sometimes I make a type or forget to test all links.
Usually, users notify me via the feedback link at the bottom of each the help page about broken links and I then fix them.

Apple forces all browser vendors to use Apple's inferior Safari web browser engine.
Even if you use Firefox or Chrome on your Apple device, the browser engine is always what Apple forces them to use.
This might just be another one of the Safari "issues"...

The IMatch help has gone a long way from Word to RoboHelp to Microsofts HTML Builder to finally becoming plain HTML, hosted on my web site. There are some less than optimal features and I'm slowly migrating it and revamping it in the favor of the Google bot so Google can index it easier.
