Title: Extend popup hints display time

When we're starting out with a new database, we'll see a lot of popup hints when we click on something, which is good. However I'd like to see the brief time those popup hints are displayed extended by a half second or so because often I'm not fast enough to click on the "Don't show again" box before it fades away. (Example screen shot attached).

I think you can change the show time in Preference/Application/Info Popup
But not more than 10 sec. (with my computer works so).

The maximum show time is 10 seconds, configurable. Default is 3.
When you move the mouse pointer into the popup it remains on screen until you move the mouse out again.
