Title: Simplifying category filtering by only showing categories that exist

In the filter panel under CATEGORIES filtering all existing categories are shown to pick from.
It would simplify the selecting if the panel would only show categories which are used ( in the current scope)

A category hierarchy or a branch of a hierarchy would not show if it does not contain categories which one can filter on.

This would be similar to value filtering where only values found in files are displayed.

This is along the lines of what I had in mind, when I proposed about categories also being searchable, like other metadata are.
