Copying GPS data along with location data- creating a Custom Panel

Is there a convenient way to copy GPS location data and the location data (obtained by reverse geo lookup) from a "master photo" to other photos for situations in which the target photos

a) do not have any GPS data embedded in them
b) have GPS data embedded in them but which is inaccurate because of signal drift etc

I've read through the help and looked at the forums, but for the life of me, I cannot figure out how to do this easily.

When I execute CTRL C and then EDIT - PASTE ATTRIBUTES, and select XMP GPS Data, and then run COMMANDS - METADATA WRITEBACK, the original GPS data is not replaced by the new proper data. The target photos continue to have their original GPS data. This is indicated in the map panel by the plethora of flags showing slightly different locations for each photo. Why was the COPY, PASTE ATTRIBUTES process unable to overwrite the original GPS data with the new correct data?

I read that there is a way to copy the GPS and LOCATION data (including City, Location, Country Code, Country, Province) from a "master photo" to a group of target photos by creating a special Custom Panel Layout. I created a custom panel, but had no idea which "Tag and Selection Options" are needed to do this. As a result, the Custom Panel I created is a useless mess.

Might someone be able to walk me through the process of creating a useful Custom Panel?

Did you try to just paste XMP GPS data and GPS data (which is EXIF) which are separate selections in the list?

Yes, I tried copying and pasting XMP GPS Data and GPS data, but it did not seem to replace the original GPS data.

Please provide a sample file. Maybe the data in the file is broken.

Also capture the output ExifTool generates when you do this.
You can capture the ExifTool output by opening the ExifTool output panel via <F9>,<O> or the Views menu.
After you have pasted the attributes to your file, copy the contents of the output panel into a pain text file (Notepad) and attach to your post.
This will show me what kind of files you use, and what ExifTool is writing to your files.
