Place of settings-icon in the toolbar different

Hi,

it might be a good idea, to give the settings-symbol (gear-wheel) in every window/frame/panel the same position, either leftmost or rightmost.

At moment it is sometimes leftmost, sometimes rightmost, sometimes somewhere in the middle.
