I'm attaching "Metabase Error", to find out what the metbase error - which was found in the database diagnosis - is all about.  Thanks.

This is not the diagnosis log file. See The Log File

In the IMatch log, IMatch reports a warning. The memory of your system is used up to 94%, which is not good.
Your system has 16GB RAM and IMatch is using 1.5GB in peak. Close some other applications which use up all the memory.

That's just it.  I was not using any other applications!  Task Manager says I'm using about 6/15 GB.

At that time 900 MB RAM were available, 8GB in the page file used. IMatch used 1577 MB RAM at peak.

I wonder how that could be, given that other applications weren't open.

Only you can tell. Use the Task Manager to check the working set of all applications running.

Is it possible for Windows to correctly report that 16GB memory are installed and 'in use', but at the same time, for whatever reason, applications are somehow being blocked from using the 2nd stick of RAM?

I'd recommend some more detailed monitor software to try and diagnose if this happens again... process explorer has some very detailed memory stats and the machine spec programs like CPU-Z or AIDA64 can give you very very specific details.
