People View>Groups>Select all persons in this group

While in People view, observing the Groups tab, it can be seen that - for each group - there are five icon-pushbuttons, the 1st of which is to "Select all persons in this group."  This works perfectly on a per-group basis, but what if it is desired to select all persons from 2, 3, or more groups.  As is, it's not possible, because when I press the 1st-pushbutton of another group, all other selections are forgotten, and the focus is now on this group only.  Is this a bug or by design?
