Is there a way to search for images by a range of times during a day (regardless of actual date)?  Like images taken between 9am and noon ?

That's an unusual thing to do...

Probably the best way to achieve this is to create a data.driven category on the time-part of one of the dates (use the "use part of value" option and isolate the HH (hour) part to get 24 categories, each containing the images taken within that hour.). After the category has updated, select the child categories for the hours you are interested in.

Joe, do you have maybe a naming scheme with the time in it? Many people use a date - time construct to create the filename.
Like my construct:

20180223-1007-333458-s-coo-geranten_a

where first is the date written, then the time (here 10 our and 07 minutes).
To find your images between 9 and noon I could then write this normal search-expression in the file window search bar, where "Search filenames only" is enabled:

-09 OR -10 OR -11

Thanks,   a data-driven category selecting cols 12-13 of the XMP::photoshop\DateCreated\DateCreated\0 tag did what I wanted.
