The XMP document ID would seem to great way to recreate by PSE stacks and versions in Imatch.   In the Metadata Browser in XMP Media Management group I an see a number of entries.  Derived from Document ID, Derived from Instance ID; Instance ID; Original Document ID are just some of them.  Got it work somewhat by specifying a master expression of \.PSD$.   This produced some matches but with the PSD file on top.   Of course I need the TIFF file on top.

I tried with a master expression of \.TIF$ I got only stacks with multiple edits of a TIFF,  no PSD included.

I am not sure where I see the ability to control what is on top except manually for each item.  Not a viable option.

I think I need some guidance on getting this to work

I assume you are working with the Auto-Stack and you use the "By DocumentID" mode?
IMatch then combines all files with the same documentID into a regular stack. You can control which file is placed on the top via the standard stack commands available in the file menu,

Or do you work with versions? In that case the file identified as the master will be placed on top, naturally.
Or you designate one of your versions as the "Version Stack Visual" so IMatch displays that image on top.
