Duplicate Face/Person command in Commands menu

The two Commands menu options
Commands->File->Faces and Persons
Commands->Image->Face Annotations and People
should be combined into one.
(And adding the Not this Person option while at it.)

This is a separate feature request. And I think there is at least one pending for this - maybe even from you.
A "not this person" command on this level makes not much sense, considering files with more than one face annotation.

The command is repeated because sometimes users search for it under File and sometimes under Image.
Several important commands are repeated in IMatch in multiple menus, to make it easier for casual users to find it.
The naming should probably be unified. Need to check on help references to this command first.
